Affording Child Support

Today in class it was brought up that child support is paid based off of the amount that an individual makes; therefore, if someone does not have the money for child support, he/she cannot pay more than what he/she has. This brought up an interesting question to me. Do you think some people try to get out of paying child support by avoiding to become employed? This also makes me think about the children who have a parent in jail. How will that child rightfully be provided for, if he/she is expected to only live off of one parent's income?
